Update on CBTA Policy Draft

DDD is looking at the policy we sent regarding the CBTA process.  They responded that this would take them a few more weeks.  I attached the policy we proposed and please provide feedback.  We will schedule another call to discuss the proposed policy if we get sufficient feedback with needed changes.
